Our Board of Governance
The Heretaunga Free Kindergarten Association is an Incorporated Society operating within the rules set out in our Constitution (which defines how we operate and responsibilities).

The Association’s Governing Board is the legal authority for the Association and we are governed by elected Board members which consists of up to six community representatives and one teacher representative from across our 16 kindergartens.
The Board is responsible for the overall governance and strategic direction of the Association.
The day-to-day management role is delegated to the General Manager who is supported by specialist staff at the Association’s Support Office.
The Board meets regularly throughout the year in order to carry out its responsibilities.
Local community governance plays an important role in kindergartens
Kindergarten is a vital part of the education system in Aotearoa, providing quality, teacher led early childhood learning and care for tamariki aged 2 to 5 years old.
The local board of governance model plays a key role in the sustainability and success of Heretaunga Kindergartens Te-Matau-a-Māui allowing parents and community members to take an active role in the strategic direction of our kindergartens; providing significant benefits for tamariki, whanau, and the wider community.
There are several key benefits and reasons why local governance is so important to our association:
- No one understands the needs of the community like those within it. Local board members have a deep understanding of the community, helping to ensure the associations strategy, policies, and tikanga, are aligned with the specific needs of our tamariki and whanau.
- Local board members often have, or know, tamariki attending our kindergartens. This creates a vested interest in the provision of high-quality early childhood education and in holding the association accountable for providing a safe and supportive environment for tamariki to learn and grow.
- Being governed by locals, for locals, helps build community engagement. As a not for profit the support of the community is critical, the sense of ownership created by local governance is invaluable.
Becoming a board member is a rewarding experience that can benefit both you and your tamariki. As a board member you will have the opportunity to contribute towards the development of your tamariki's education and play a key role in shaping the direction of the Association. It allows you to get to know the kaiako and staff, better understand your child's learning and development, and gain valuable insights into the broader education sector within Aotearoa.
While joining a board for the first time can be daunting, training and support are available, including information on governance best practices, education policies and regulations, financial management, and strategic planning. These training opportunities will help build your knowledge and ensure that you are equipped to contribute effectively to the governance of Heretaunga Kindergartens.

It is a highly rewarding way to give back to the community and make a positive impact on not only your local kindergarten, but the lives of all tamariki within Heretaunga Kindergartens Te-Matau-a-Māui.
Member Application
In order to become a board member, you first must complete an application form to become an ‘Ordinary member’ for one of the Association’s Kindergartens. This process is outlined in detail within our constitution.
An ordinary member can be a parent, legal guardian or caregiver of a child attending or on the waitlist of one our Kindergartens, or any person aged eighteen years or older that as an interest in Early Childhood Education.

Claire Osborne
Claire was appointed to the Heretaunga Kindergarten Board and elected as a Board Member in 2021. Claire is a chartered accountant with an audit background with experience in both school and ECE audits.
“ I have three young children who have/are attending Lucknow Kindergarten. I love the amazing teachers and natural spaces at all of the Association’s kindergartens. I am a passionate advocate of the importance of the early childhood period, early childhood education, and a big supporter of not-for-profit provision of these. I am also involved in Havelock North Playcentre and through this have completed several early childhood papers, and learnt more about the sector."

Bodee Oliver
Bodee Oliver currently lives in Waipukurau with his wife and their three-year-old son, Busby, who attends Hunter Park Kindergarten. He is a Principal at Fitzherbert Rowe Lawyers, where he specialises in private client and property law. In his spare time, Bodee enjoys renovating, gardening, and travelling.

Hamoira Sciascia
Hamoira has two young children attending Ellen Stevenson Kindergarten. She instantly fell in love with the natural spaces the kindergartens offered. Hamoira describes the teachers as absolutely amazing, and after seeing the growth and opportunities for her children, she wanted to support the association in the hope of encouraging other young parents to step forward. This is a new journey for her family, and she is grateful to be growing alongside her two children in such wonderful spaces.
Kate Edwards

Kate Edwards
Kate is a passionate local business owner and proud parent within our HKA community, with three tamariki who have journeyed through our kōhungahunga, including one currently enrolled at Peterhead. She brings a strong belief in the power of early childhood education to shape lives and communities.
Kate is the owner-operator of a successful e-commerce business based in Hastings and has a professional background in business development, franchising, digital marketing, and operations. Her previous roles with Fonterra Brands and experience supporting SMEs through website development, advertising, and consulting will be a huge asset to our governance table.
Kate is driven by a desire to ensure our tamariki have the best possible start in life and is excited to contribute her energy, insight, and business acumen to support the strategic growth and direction of the Association.
Guy De Salis

Guy De Salis
Guy brings with him a wealth of experience across property, project management, operations, and health & safety, gained from over 15 years working in the public, commercial, and education sectors. Currently a Project Manager at Strata Group Consulting Engineers, Guy has previously held senior roles with Genesis Energy, Fieldays NZ, Bostock NZ, and several engineering and logistics firms.
A qualified project and facilities manager with a BCom in Marketing from Victoria University, Guy also has extensive experience in stakeholder engagement, contractor management, and safety leadership, all of which will bring considerable value to our work across HKA’s properties, capital works, and compliance mahi.
As a father of two young children, Guy is passionate about community service and sees his board involvement as a way to give back to the ECE sector that supported his own whānau.

Cilla has been with the Association since 2018 and has worked at Ellen Stevenson, Camberley and Mayfair Kindergartens. She is currently the kaiako matua at Irongate Kindergarten. She and her husband, Rikki, have three children and four grandchildren. Cilla's whānau enjoy spending time together, playing sports, being involved in their community and church, and have also spent time over the years renovating their home. She is excited to be part of the Board of Governance, representing the cultural roopu, with a focus on upholding Te Tiriti o Waitangi.
Liz Payne

Liz Payne
Liz is a kaiako at Camberley Kindergarten, where she has been for the past two years.
Previously, she worked at Irongate Kindergarten and, before that, spent many years in the private sector in early childhood education.
Liz is married to Graeme, and together they have two daughters, Olivia (20) and Emily (18), who are both currently studying towards their degrees. Liz and Graeme also own a contracting business, specialising in the fabrication of wine equipment.
She has extensive experience serving on various committees, including the Havelock North Plunket Committee, the Hawke’s Bay Poverty Bay Gymnastics Nationals Board (where she served as Chairperson), and Hastings Gymnastics. Liz is currently a member of the NZEI ECE Touchstone Group, which is actively involved in the regulatory review response and other ECE initiatives and celebrations.
